Library Supervisor
Anticipated position – contingent upon contract award, funding, and customer approval
Location: Norfolk Naval Station
Travel: Required as assigned
Work Setting: On-site and aboard ships
POSITION SUMMARY:
Lead the daily operation of a maritime technical library and supervise personnel responsible for technical-document control, customer requests, scanning, cataloging, data management, and electronic records. The Library Supervisor coordinates priorities with customer representatives and ensures work is accurate, timely, and compliant with established procedures.
KEY RESPONSIBILITIES:
- Manage the daily activities of library technicians and other assigned support personnel.
- Coordinate library projects, work priorities, schedules, and customer requests with government and contractor stakeholders.
- Oversee receiving, cataloging, filing, scanning, reproduction, distribution, and electronic management of technical manuals, engineering drawings, and related records.
- Manage document and metadata activity in SAMM VTL or a comparable technical data repository.
- Develop and maintain library procedures, train personnel, and monitor quality, timeliness, and process improvement.
- Prepare or oversee monthly metrics, status reports, trip reports, meeting minutes, and action-item tracking.
- Lead or oversee shipboard technical-library inventories, scanning, cataloging, and document-management assignments.
MINIMUM QUALIFICATIONS:
- 15 or more years of data-management experience.
- 5 or more years of experience operating or supporting a technical library or similar data repository (this experience may be concurrent with the data-management experience).
- 5 or more years using SAMM VTL or a similar technical data-management system.
- 5 or more years using Model Based Product Support (MBPS) and processing Technical Manual Deficiency Evaluation Reports (TMDERs).
- 5 or more years of experience with NAVSEA engineering-drawing or technical-manual numbering processes.
- Demonstrated leadership, customer-service, written communication, organization, and quality-control skills.
TRAVEL AND SHIPBOARD WORK REQUIREMENT:
Travel is required as assigned. The Library Supervisor must be willing and able to work aboard vessels, pier-side or underway, and may oversee onboard library inventories, scanning activities, document-management projects, and assigned personnel. Compliance with vessel access, safety, security, and PPE requirements is mandatory.

Engineering Technician with drafting experience
Status: Anticipated position – contingent upon contract award, funding, and customer approval
Location: Norfolk Naval Station
Travel: Required as assigned
Work Setting: On-site and aboard ships
POSITION SUMMARY:
Support the collection, scanning, cataloging, storage, retrieval, reproduction, and distribution of engineering drawings, technical manuals, and other maritime technical records. Candidates with varying levels of technical-library experience will be considered and matched to assignments based on demonstrated qualifications.
KEY RESPONSIBILITIES:

- Receive, sort, catalog, file, retrieve, scan, upload, reproduce, and distribute technical-library materials.
- Work with paper, vellum, microfiche, microfilm, aperture cards, and electronic source files as required.
- Enter, modify, and verify technical documents and metadata in SAMM VTL or a comparable document-management system.
- Respond to customer requests for technical manuals, drawings, work-package references, and other library support.
- Operate printers, scanners, laminators, and document-reproduction equipment.
- Maintain organized physical and electronic document collections and perform quality checks on files and metadata.
- Experienced candidates may train other technicians and lead shipboard scanning or inventory assignments.
EXPERIENCE AND QUALIFICATIONS:

- High school diploma or equivalent.
- Generally 2 to 5 or more years of experience in an MSC or comparable technical-library environment.
- Generally 1 to 3 or more years of experience using SAMM VTL or a similar technical data-management system.
- Generally 6 months to 2 or more years of experience responding to customer-service requests.
- Ability to use printers and scanners and maintain paper and electronic document-storage systems.
- For more advanced assignments, experience with NAVSEA drawing or technical-manual numbering, staff training, and leading shipboard scanning or inventory trips is desirable.

TRAVEL AND SHIPBOARD WORK REQUIREMENT:
Travel is required as assigned. The Library Technician must be willing and able to work aboard vessels, pier-side or underway, to inventory, scan, catalog, label, organize, and repair technical records. Assignments may require transporting scanning equipment to the vessel. Compliance with vessel access, safety, security, and PPE requirements is mandatory.

The Library IT Systems Administrator provides day-to-day technical support, assists with database administration and testing, and recommends technology improvements that improve document quality, metadata accuracy, system efficiency, and information retrieval.
KEY RESPONSIBILITIES:
- Maintain technical-library computers, scanners, printers, storage devices, and related equipment.
- Provide hardware, software, application, database, and connectivity support and troubleshooting.
- Support SAMM VTL or comparable electronic records and technical-document repository operations.
- Provide database administration, testing, conversion, validation, and related support when requested.
- Recommend technology and process improvements that reduce manual metadata entry and improve document quality and searchability.
- Maintain system procedures, configuration information, technical documentation, and support records.
- Assist users and provide systems or equipment support during technical-library and vessel assignments.
MINIMUM QUALIFICATIONS:
- 5 or more years of training and demonstrated experience in engineering, computer science, information systems, information technology, or an equivalent technical field or service.
- Demonstrated ability to support computer hardware, software, applications, and database environments.
- Strong troubleshooting, documentation, communication, and customer-service skills.
- Experience with technical-document, electronic-records, digital-library, or enterprise content-management systems is preferred.
- Ability to meet applicable customer facility-access, credentialing, safety, and security requirements.
